There has been much debate on who is responsible for ISIS.  Republicans point to the pulling out all US troops for creating a situation where ISIS could be formed.  Liberals say that the invasion of Iraq is responsible.  So who is right.  One has to go back to the year 2007 for the answer.  George W Bush delivered a speech in which he predicted the rise of a terrorist organization (ISIS) if the United States pulled all of our troops out because Iraq wasn’t ready to defend itself and it would lead to the United States needing to send troops back in to combat them
