An unidentified man was upset about getting a ticket for doing 39 MPH in a 30 MPH zone. He didn’t appreciate the city using armed police to extort money. On the other hand, not paying for the fine could cost him his license. That’s when he decided to make the city work for it’s money and he paid his fine in pennies:
