The Islamic State, also known as ISIS or ISIL, released a high-production movie trailer that seemingly dares the United States to put boots on the ground to fight the militant group.Among slo-mo explosions and graphic violence, the video, titled “Flames of War,” also features footage of President Barack Obama saying, “Combat troops will not be returning to fight in Iraq.” The video ends with a title card that says, “Flames of War: Fighting has just begun.”

Despite authorizing airstrikes targeting ISIS and sending in 1,600 troops to advise local forces, Obama has repeatedly said the U.S. won’t get dragged into another war in Iraq.

However, Gen. Martin Dempsey, the U.S. military’s top-ranked officer, believes American ground forces could join Iraqi and Kurdish troops on the ground. Dempsey said on Tuesday that he would only advise U.S. ground troops to fight alongside Iraqi forces if the current strategy to eliminate ISIS failed, or if the militants became an “imminent” threat to America.

Al Hayat Media, the English-language media arm of ISIS, posted the new video to the Internet archiving site Archive.org on Sept. 16.

WASHINGTON — President Obama’s top military adviser said Tuesday that he would recommend deploying United States forces in ground operations against Islamic extremists in Iraq if airstrikes proved insufficient, opening the door to a riskier, more expansive American combat role than the president has publicly outlined.

Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, told the Senate Armed Services Committee that while he was confident that an American-led coalition would defeat the Islamic State, he would not foreclose the possibility of asking Mr. Obama to send American troops to fight the militants on the ground — something Mr. Obama has ruled out.
