Hawaiian Electric is being investigated for allegedly dragging its feet on modernization and repairs to its electrical grid before to the fire that ravaged the island of Maui last week.
Hawaiian Electric is the state’s primary electric utility, serving over 95% of the population. According to The Wall Street Journal, financial documents and reports show the firm was concerned about the quality of its electrical infrastructure, notably the risk of wildfires, but allocated resources to expanding the utility’s green energy network with limited action to prevent fire risk.
The company’s past priorities are being scrutinized as it confronts charges in court that it is to blame for the fire that raged through the ancient seaside town of Lahaina last week, killing over 100 people and destroying thousands of buildings. The wildfire has killed more people than the Camp Fire in California, which destroyed the town of Paradise in 2019.
During a press conference this week, Hawaiian Electric CEO Shelee Kimura stated that the utility would conduct its own inquiry. She also stated that it would cooperate with the state attorney general’s probe.
“We will be doing our own investigation. The state will be doing an investigation. We will cooperate fully in that. I think we all believe it’s important to understand what happened, and I think we all believe it’s important to make sure it never happens again,” Kimura said this week.
After one of the worst fire seasons in Maui’s history, the utility found in a 2019 study that the corporation needs to do more to decrease fire risk. According to financial papers examined by WSJ, the utility spent less than $245,000 on measures to reduce fire risk from 2019 to 2022. Since 2018, the utility has spent $84 million clearing hazards away from power lines and on maintenance.
Over the last decade, Hawaii’s energy priorities have been driven by its push for green energy.
In 2015, the state passed a first-in-the-nation law requiring Hawaii’s grid to be powered entirely by renewable energy by 2045. In 2021, officials completed a top-to-bottom reorganization of the regulatory structure to assist that transition, awarding huge bonuses to Hawaiian Electric for completing green energy projects on time and punishing the utility with fines if deadlines were missed.
“You have to look at the scope and scale of the transformation within [Hawaiian Electric] that was occurring throughout the system,” Mina Morita, the 2011-2015 chair of the state utilities commission, told WSJ. “While there was concern for wildfire risk, politically the focus was on electricity generation.”
Last year, the utility submitted a proposal to the Hawaii Public Utilities Commission stating that it will spend $190 million on initiatives on Maui such as clearing trees and brush around power lines and strengthening the island’s old electrical infrastructure. While the commission approved the plan, Hawaiian Electric delayed implementation until it got clearance to fund the project by raising customer prices. According to the WSJ, that approval has still not been granted.
